Two motorists were stopped on the M60 on Monday night for driving in lanes clearly marked as being closed.
Both vehicles were travelling in lanes under matrix signs displaying red crosses telling drivers that the lane is closed.
Police said the driver of one vehicle, who will be dealt with in court, said he could not see any workers in the road so assumed the lane could be used.

A tweet by North West Motorway Police at 12.10am on Tuesday recounted the activities of one police vehicle on Monday evening.
It said: "#ME48 had only just finished with one driver for breaching a red X at Jct 23, M60 C/W & this driver was stopped for the same offence stating he couldn't see road workers in road so thought it was okay.
"Driver sent to court."
