Plans for flood warning system floundered before Hill Country floods, witnesses tell legislative flood committee

Texas legislators on Wednesday lambasted a local river authority for a decision last year not to move ahead with pursuing a flood warning system — a decision that Republican Sen. Paul Bettencourt from Houston declared was “pathetic.”
