As flooded Texas towns recover, downstream river levels haven’t yet peaked

Devil’s River in southwest Texas is expected to reach a major flooding stage Saturday morning, according to National Weather Service forecasts, and could rise up to 22 feet. The Rio Grande is expected to reach that same level Sunday morning.
