The Red Cross on Friday said a team sent to help evacuate civilians from the besieged Ukrainian city of Mariupol had been forced to turn around after conditions made it “impossible to proceed”. Russia accused Ukraine of carrying out an air strike against a fuel depot in the Russian city of Belgorod on Friday but a top Kyiv security official denied responsibility.
