A bar owner says he has been fined for parking outside his bar to unload stock 96 times by Newport City Council. The fines, which he’s never successfully appealed despite his best efforts, amount to more than £3,300.
Stephen Reynolds has been on Newport High Street with his bar and grill Slipping Jimmy’s for 10 years, and since Newport council pedestrianised the road and restricted access for businesses to unload stock to between 6am to 10am only in July 2020, he has racked up a startling amount of parking tickets - each of them costing at least £35.
Mr Reynolds says because he cannot get back from his supplier in Cardiff, which open at 9am, in time to unload his barrels by 10am he is fined by parking attendants if he is even a minute over. He told WalesOnline he’s had at least three run–ins a month with the council since the street became pedestrianised.
