Keir Starmer today pledges to insulate Britain against the Cost of Living Crisis.
Writing in the Sunday Mirror, the Labour leader said Labour’s £60 billion Warm Homes Plan over a decade would save 19 million families more than £1,000 off their energy bills.
He pledged to bring energy prices down - paid for by taxing oil and gas producers making huge profits.
And he said a Labour government would “help people directly”, with proposals to follow in the coming days.
Labour said If the Government had implemented this scheme when the party originally called for it, 2 million of the coldest homes could be upgraded by this winter– saving households over £2 billion on their energy bills this year alone.
Last September, Mr Starmer called for an urgent “national mission” to upgrade every one of the 19 million homes that need it across the country over the next decade through Labour’s Warm Homes Plan.
The party say this would be achieved through a national £60 billion fund so that every home that is currently rated below EPC Band C would be eligible for support from Government to help them make their homes better insulated, delivered through a combination of grants and loans.
“Britain deserves a government that will take this crisis seriously,” Starmer said.
“But the Tories are too busy fighting each other to notice.
“Labour has a plan that meets the scale of this crisis.”
Meanwhile, Rishi Sunak set out his plan to make Britain "energy secure" - including boosting North Sea gas production - as he bids to make up ground against Liz Truss in the Tory leadership race.
The former chancellor said he would legislate to make the UK "energy independent" by 2045 at the latest as he vowed to ensure there is no repeat of the looming winter crisis.
And he said that if he becomes prime minister on September 5, he would put in place immediate support for households - particularly the most vulnerable - faced with soaring energy bills.
"The first rule of any crisis is to acknowledge that you are facing one. We are facing an energy crisis and I have a plan to both get us through it and make sure this is a one winter crunch," Mr Sunak said.
Mr Sunak said he would also take steps to radically reduce energy waste, with low cost measures to insulate millions of homes.
In the longer term, he promised to reform the energy market - which was no longer "fit for purpose" - to cut bills, with the establishment of a new dedicated energy department to lead the change.
Mr Sunak added: “I will lead a national effort to increase our domestic energy supply and cut our energy waste. I will also make sure our country is never put into this position again.
"I will leave no stone unturned to secure British energy sovereignty. We cannot rely on imported energy so I will legislate for the UK to be entirely energy independent by 2045 to accelerate investment.
"My plan will get us through this winter crisis and provide energy security for Britain."
Shadow Energy Secretary Ed Miliband said: "Rishi Sunak, the man who dragged his feet for months on the windfall tax, then introduced a massive loophole for oil and gas companies, cannot tackle the bills crisis the British people face.
"The truth is that both Rishi Sunsk and Liz Truss just don’t get it when it comes to the scale of the emergency families are facing.
"Families across the country cannot afford to wait until September for more help with spiralling energy bills. But Britain is governed by a zombie government that cannot tackle the crisis and two candidates who have no credible answers.
"Britain needs a fresh start. Labour would tackle the immediate bills crisis at the scale required and with a green energy sprint and a national mission to insulate millions of homes provide a long-term, sustainable plan to cut energy bills."
