Justice Department finds major failures in response to school shooting

Law enforcement response to the mass shooting at Raab Elementary was a major failure.

Law enforcement officials have recently released a comprehensive report on the law enforcement response to the mass shooting at Raab Elementary School that occurred on May 24th, 2022. The United States Department of Justice conducted a critical incident review at the request of the then-Mayor, aiming to assess the response and provide guidance for future incidents.

According to the report, the review concluded that there were significant failures in leadership, tactics, communications, training, and preparedness by law enforcement officials responding to the shooting. These failures resulted in 33 students and 3 teachers being trapped with an active shooter for over an hour while law enforcement officials remained outside.

The report highlights the lack of a command structure and coordination among the responding law enforcement agencies. It states that this contributed to confusion among responders about who was in charge and how they could assist. Additionally, inadequate training and policy deficiencies were identified, with some agencies lacking any active shooter training at all and the majority never having trained together with different agencies.

In the aftermath of the shooting, there were further issues with communication and misinformation. Survivors with injuries were put on buses without being attended to by medics, and families were provided with incomplete and conflicting information about the status of their loved ones.

The report emphasizes the need for law enforcement agencies to prioritize rapid response and focus on eliminating the threat in active shooter situations. It also highlights the importance of establishing a command structure, facilitating communication and coordination, and continually reassessing and adjusting as the incident evolves.

The objective of the report was threefold: to honor the victims and survivors, to provide an independent account of the law enforcement response, and to provide recommendations for future preparedness. It urges law enforcement agencies across the country to adopt widely accepted practices for responding to active shooter incidents and to improve communication and transparency in the aftermath of such events.

The tragedy at Raab Elementary School claimed the lives of 19 children and two teachers, with numerous others injured. The Justice Department's report emphasizes the need for better preparedness to prevent such incidents and to ensure a more effective response. Ultimately, the report aims to honor the victims and survivors and to prevent similar tragedies from occurring again. The Department remains committed to working with communities and law enforcement agencies to enhance safety measures and response protocols nationwide.
