John Terry has questioned how Diego Costa hasn't been snapped up by a Premier League club.
The Spanish striker is again on the market after leaving Atletico Mineiro.
Previously he has enjoyed success in England, proving he has what it takes to operate in the Premier League.
Costa won two league titles in three seasons, the first of those alongside Terry at Stamford Bridge.
The forward was known for his confrontational style, but was very competent with the ball at his feet.
In three seasons at the Blues he scored 59 times before his exit in 2017.
Arsenal were among those linked with Costa in January as they eyed attacking reinforcements, but they opted against making a move.

That has left Terry bemused, who aired his feelings on social media.
He said: "I can’t believe @diegocosta hasn’t been signed by a Premier League club?
"This man is a winner and would make any team stronger".
Costa chose to terminate his contract with Atletico Mineiro last month.
He enjoyed a brief but successful five-month stint with the Belo Horizonte club, winning the league and cup double.
Atletico Mineiro's director of football Rodrigo Caetano claimed that the Spaniard had expressed his desire to leave the club after the Brazilian season ended.
He said: "The reasons given were adaptation, personal issues... When he goes to that side, there's not much to argue about.
"He stayed with us until the end, he was a very important piece, athlete competitive. He was afraid of this long period that he stayed in Europe, he made it clear that at some point, if he didn't feel comfortable, we could make an agreement of this type.
"We accepted the request and we are building the best agreement for all parties. We appreciate his delivery and this period with us. It is very likely that he will not stay with us this season. from the sides".
West Ham, who themselves were keen on adding a forward, have also been linked with the former Chelsea forward.
But Arsenal know full well about the player's quality having seen him score against them several times.
Pierre-Emerick Aubameyang left the Emirates on a free to join Barcelona on deadline day having been frozen out in north London.
It leaves Arsenal with Alexandre Lacazette and Eddie Nketiah in attack, both of whom are out of contract in the summer.
Dusan Vlahovic was their prime target throughout January but he chose to join Juventus.
