Appearing at the traditional shamrock ceremony in the White House, Mr Biden can be seen shaking hands with the Derry man before having a brief chat.
"Today is my 21st wedding anniversary," Stephen told President Biden.
"She gave me special permission not to be with her because she knew I was going to be yourself and Jill [Biden]."
President Biden asks Stephen if 'it would be too late to call'.
But the quick-thinking Derry man asks the United States' Commander-in-Chief to record a special message to Carol who was back home in Ireland.
"Carol, happy anniversary," Joe Biden says.
"This guy owes you big."
