President Joe Biden gave Vice President Kamala Harris the task of addressing the "root causes" of migration, namely economic hardships and insecurity leading people to leave their countries. This role is now being used by Republicans during the presidential campaign to claim she has failed to stem migratory flows to the country, dubbing her a "border czar."

In this context, House Committee on Oversight and Accountability Chairman James Comer has required the U.S. Customs and Border Protection (CBP) to hand over any and all communications and documents with Harris' executive office in relation to the southwest border.
