This property and casualty insurance giant has underperformed the broader market over the past 52 weeks. PGR has gained 12.1% over this time frame, while the broader S&P 500 Index ($SPX) has surged 19%. Moreover, on a YTD basis, the stock is up 4%, compared to SPX’s 10% return.
