Yemen’s Houthi rebels have agreed to allow tugboats and rescue ships to assist a Greek-flagged oil tanker that remains ablaze in the Red Sea “in consideration of humanitarian and environmental concerns,” Iran’s U.N. Mission said late Wednesday.
