The Immigration and Customs Enforcement officer who shot a Colombian man in Maine this week is an Army veteran who has faced serious mental health struggles since childhood and should never have been issued a badge and firearm, according to several relatives who spoke to The Associated Press.
The relatives described David Brouillette as having a history of terrifying and violent behavior. They accused him of assaulting women in his life over the years, with one family member sharing a voicemail with the AP from last winter in which Brouillette allegedly said he believed someone should slit her throat.
