
The Tribute to Toledo quest is a relatively simple one in ARC Raiders, but completing the single task can be extremely difficult without a few tips and tricks.
Tribute to Toledo is unique in the sense that you can complete it without having to do anything extra. The quest gets completed when you provide Celester with a Power Rod. Let's look at how you can find the item on your adventure.

Tribute to Toledo has only one task.
- Get a Power Rod for Celeste
The easiest way to get a Power Rod is by recycling the Snap Hook. Yes, the legendary item is handy and quite important while moving across the map. However, you'll get a guaranteed Power Rod when you recycle a Snap Hook. That will be enough for you to complete the Tribute to Toledo quest.

So, how do you get a Snap Hook? The easiest way to get a Snap Hook is to complete the Lost in Transmission quest. You'll get a Snap Hook after finishing that quest, and then recycle it from your inventory to get a Power Rod. If you have the Tribute to Toledo quest active, speak with Celeste to hand her the item.
You can also get a Snap Hook by looting the Harvester. This is an arduous task as the Queen guards the Harvester. Defeating the Queen is arguably the most challenging task, but you'll get a guaranteed Snap Hook upon success.
Power Rod location
You can get a Power Rod on the map, but it spawns randomly. The best area appears to be the Power Generation Complex in the north of Dam Battlegrounds. I have marked its location to help you find the place easily.

There are several generators and circuits in the Power Generation Complex that you can loot. Some of them can drop Power Rod if you're lucky enough. However, the rate of spawn appears to be relatively low because I have found just two of them in over 20 attempts. There's also a possibility that someone might have looted it before I can reach there in a raid.
