House Speaker Pulls Vote On Short-Term Funding Bill

French government presents the 2023 budget bill

Speaker Mike Johnson has decided to pull a House floor vote on a short-term government funding bill due to significant defections within his own party. The proposed six-month short-term spending bill, extending into March and including the Save Act, faced challenges as some members of the Republican conference expressed opposition.

The Save Act, aimed at preventing illegal immigrants from voting in U.S. elections, was a contentious issue with Democrats opposing it. Despite efforts to garner support, at least eight Republican members publicly announced their intention to vote against the bill, citing a preference for passing individual spending bills instead.

House Republicans, who had been working on the legislation for several days, realized this morning that they lacked the necessary votes to advance the bill. Speaker Johnson emphasized the importance of consensus-building within Congress, especially with small majorities, stating that thoughtful and family conversations were ongoing within the Republican conference.

While the scheduled vote did not take place, Speaker Johnson expressed confidence in eventually reaching an agreement, highlighting the need for time to address concerns raised by members. The decision to delay the vote does not signify a shift in strategy but rather a commitment to continuing discussions to secure support for the funding bill.

As the September 30th deadline approaches, the path forward remains uncertain, particularly with conservative members holding firm against any short-term spending measures. Traditionally, negotiations with Democrats and collaboration with the Senate have been instrumental in passing funding bills and obtaining presidential approval.
