She said she was out horse riding with a friend when a car reversed out of a parking bay without looking behind, nearly hitting the horses.
Ms Falango said the woman - who she said was driving an Audi TT - then started swearing at them and followed them down the High Street.
The horse rider said: "She was revving the engine and drove at my horse's hind legs, swerving at last minute but brushing her tail with the car.
"My youngster nearly sat on her bonnet with fright.
"This could have been a serious accident and people like this should be punished.
"We both wore Hi Vis and are responsible, polite riders."
Ms Falango, from Stoke Gifford, said she was left upset and scared after the incident as she has had problems before but it has always been on main roads.
The 39-year-old said she was very surprised by what happened, adding that she was not expecting to see a "hooligan" like that on a Sunday morning on Chipping Sodbury's High Street.
The mum-of-three said she has a brain problem and suffers from short-term memory loss, which means that a fall could have killed her if she knocked her head.
Ms Falango - who has been riding from a very young age - said Friesian mare Ellie-Sue is key for her health as it gets her out of the house and stops her from getting depressed.

"It was totally unprovoked," she continued. "The horses were both very spooked and I have had to do some rehab with my horse as she was very shaken up by it.
"We had to give her six days off and then started to take her out again but slowly.
"She was a bit nervous at the start but hopefully it will have no lasting effects.
"She gets spooked by cars coming up to her from behind now."
The horse rider said the police have not made contact with her, which she found particularly disappointing given the recent changes to the Highway Code.
From last week, pedestrians, cyclists and horse riders have priority over larger vehicles.
An Avon and Somerset Police spokeswoman said CCTV enquiries into this incident are underway, adding the rider who made the report was written to on Monday and a formal notice requiring details of the driver at the time has been sent to the registered keeper of the vehicle reportedly involved.
She continued: "Police are investigating an incident in in which a horse was spooked in Chipping Sodbury High Street. It happened at about 9.30am on Sunday 23 January.
"Officers have received an online report that a motorist reversed out of a parking bay apparently unaware of two horses which were being ridden along the High Street near to the Spar.
"The woman driving the silver Audi TT reportedly verbally abused the riders and drove on close to the horses causing one to spook.
