Property developer and prospective new Chelsea owner Nick Candy had told the club’s fans he’ll give them a seat on the board if he takes control of the Blues.
The 49-year-old boyhood Chelsea fan is in talks with financiers about his pitch to buy the club ahead of the deadline for offers at the end of this week.
Candy is reportedly willing to make his proposal of fans having a ‘golden share’ central to his bid for Chelsea, while he is also offering to provide short-term funding to the club if they face a cash problem following the sanctioning of Roman Abramovich.
Chelsea's world was thrown upside down on Thursday upon the announcement that the UK Government had placed multiple sanctions upon Abramovich due to his relationship with Russian President Vladimir Putin.
As a result, the Blues have effectively been placed under lock and key and are only allowed to operate in strict ways until the situation is resolved.
The club can still play matches but are not allowed to sell tickets or open their club shop to sell merchandise. There is also a block on the buying and selling of players as well as negotiating contract renewals.
Abramovich had already communicated his desire to sell Chelsea before he was sanctioned on Thursday, though the government's decision has made the process much more difficult.
"We welcome the news that the sale of the club will be conducted quickly,” a spokesperson for Nick Candy told Sky News on Sunday.
"This is a reassuring development for fans after a week of great uncertainty.
"Mr Candy cares hugely about the future of the club and believes that the fans and the community are central to its continued success.
"Should his bid be successful, Mr Candy would advocate for a fan representative to join the board so supporters become part of the decision-making process.
"If the club requires money to operate in the short term, Mr Candy would be happy to help ensure it has the necessary financial resources, subject to government approval."
Candy is said to be preparing to attend Chelsea’s home match against Newcastle at Stamford Bridge on Sunday afternoon.
He is currently up against several prospective new owners for the reigning Champions League winners, with US businessman Todd Boehly also leading a high-profile campaign to buy the Blues.
