Grading offseason moves for all 30 NBA teams in 2023: Did anyone do it better than the Suns?

The NBA offseason isn’t quite over and we may have more fireworks to come with potential trades involving Damian Lillard and James Harden.

But based on what we have seen so far, we have a pretty good idea of which teams got better and which teams got worse during the summer. We can also evaluate asset management from each front office around the league.

For this story, we used a statistic called expected wins above replacement player (xWARP) based on projections from Rotowire and Kevin Ferrigan’s all-in-one metric DRE.

With each team, we have also provided a projected rotational depth chart using predicted minutes played (e.g. Ja Morant is lower due to his suspension by the NBA) next season.

With all that in mind, here is how we would grade the offseason for each team in the NBA thus far:

Atlanta Hawks

After flirting with the idea of trading John Collins for several years, Atlanta’s front office finally moved on from the forward once he was at his lowest total value around the league. This is a mediocre team that could struggle to finish with a winning record.

Boston Celtics

Boston is going to look mighty different without Marcus Smart in the backcourt, though this should pave the way for a strong campaign from Derrick White.

It’s tough to predict what the frontcourt rotation will look like now that Kristaps Porzingis is in the mix, but with Jaylen Brown secured on the most lucrative contract in NBA history, the Celtics project as a potential No. 1 seed in the Eastern Conference.

Brookyn Nets

Brooklyn didn’t have a tremendously busy offseason, though their extension for Cam Johnson is perhaps one of the best value contracts in the NBA. If the Nets are able to get any productivity out of Ben Simmons, this could actually be a sneaky competitive squad.

Charlotte Hornets

This is a very underwhelming roster that failed to make any notable moves around the edges aside from bringing back Miles Bridges, which is a very disappointing decision after his domestic violence incident. While they were able to secure a long-term extension for LaMelo Ball, this is still a team that is years away from winning.

Chicago Bulls

This offseason wasn’t much to write home about for Chicago’s front office, though it’s worth noting that signing Jevon Carter was actually a good value for the Bulls as they look for a long-term replacement for the injured Lonzo Ball.

Cleveland Cavaliers

Cleveland made a few interesting moves by adding Max Strus, Georges Niang and Ty Jerome. But after a disappointing first-round exit during the postseason, it’s not obvious if they did enough to improve much next season.

Dallas Mavericks

While the main headline was re-signing Kyrie Irving, the Mavericks made a lot of other solid decisions this summer that flew under the radar. They will have better floor spacing with Seth Curry and Grant Williams in the mix. The team also improved their long-term defensive outlook by selecting rookies Dereck Lively and Olivier-Maxence Prosper.

Denver Nuggets

After winning a championship, the Nuggets had a surprisingly rough summer. They lost a crucial piece of their rotation (Bruce Brown) and unfortunately weren’t able to find a suitable replacement.

Detroit Pistons

Although no one is really talking about it, the Pistons actually had a really strong summer. They brought in two valuable, trusted veteran leaders with Joe Harris and Monte Morris. But they also improved their young core by selecting Ausar Thompson. This team should take some strides next year.

Golden State Warriors

Golden State has a new front office with longtime executive Bob Myers now working at ESPN. They made some interesting decisions, most notably to re-sign Draymond Green and trade away Jordan Poole. Now with Chris Paul in the mix, it’s to be determined how their starting lineup projects next season. But they’re still championship contenders with this group.

GRADE: B+

Houston Rockets

No team had a more notable yet confusing roster overhaul than the Rockets, who basically reshuffled the decks and are trying something drastically new for next year. It is no longer just a young team trying to tank in Houston with Fred VanVleet and Dillon Brooks on the roster, but it’s a bit hard to predict if that will impact winning much in the near future.

Indiana Pacers

Depending on the progression of their young core, the Pacers could potentially compete for a spot in the playoffs with NBA champion Bruce Brown on the roster. Expect more progression from Tyrese Haliburton, who signed a long-term extension with Indiana.

L.A. Clippers

This is a tough evaluation because if the Clippers are healthy, they’re one of the deepest teams in the league. This roster, however, always struggles to stay healthy. It was particularly odd to see them let Eric Gordon walk, especially after the front office traded a first-round pick to acquire him at the deadline.

Los Angeles Lakers

It’s not just lip service to say that the Lakers enjoyed a fantastic offseason. They were able to add some reliable veterans like Gabe Vincent and Taurean Prince while also taking fun gambles on younger players including Cameron Reddish and Jaxson Hayes. But the big win was re-signing free agents Austin Reaves (on a great deal), D’Angelo Russell and Rui Hachimura while also extending Anthony Davis.

Memphis Grizzlies

Memphis will have a different look without Tyus Jones and Dillon Brooks on the roster. But the addition of Marus Smart should help during the suspension of Ja Morant. Meanwhile, the extension for Desmond Bane should give him confidence as the primary initiator as well.

Miami Heat

While it is probably best to judge this team as incomplete as they continue negotiations for Damian Lillard, for now, this wasn’t great.

Milwaukee Bucks

Milwaukee is going to contend for a championship so long as Giannis Antetokounmpo is on the roster, and re-signing Khris Middleton and Brook Lopez should help retain the two-time MVP for a bit longer. But they didn’t make any roster improvements otherwise and this team could face somewhat of a regression.

Minnesota Timberwolves

Minnesota didn’t do anything particularly exciting this offseason and will mostly return the same core that underperformed last year. But they reached a long-term extension with Anthony Edwards, and if he continues to develop as a two-way player, the Timberwolves should contend so long as they are fairly healthy.

New Orleans Pelicans

This wasn’t an eventful few months for New Orleans but they did re-sign Herbert Jones to one of the more valuable contracts in the NBA.

While it’s a bit disappointing that Obi Toppin wasn’t able to work out for the Knicks, the front office did do a great job on the contract extension for Josh Hart. They also added his former collegiate teammate, Donte DiVincenzo, to a team that is already led by Villanova star Jalen Brunson. Fun stuff!

Oklahoma City Thunder

Oklahoma City is primed for a roster crunch after adding a surplus of players, but some of them could potentially return decent value despite the fact that they were acquired without surrendering much. Perhaps the most important move of the summer is getting a healthy Chet Holmgren on the court, and he could legitimately contend for Rookie of the Year honors.

Orlando Magic

This was a fairly boring summer for fans of the Magic, though Orlando rookie Anthony Black should fit in well with their young core because he has the same blend of height and on-ball ability that could pair well with Paolo Banchero and Franz Wagner.

Philadelphia 76ers

This grade is incomplete until we see what happens with James Harden, but as of right now, they risk losing the All-NBA guard for a diminishing return now that he clearly wants out of Philadelphia. If the value back isn’t great for the 76ers, that’s bad news for their ability to retain Joel Embiid.

Phoenix Suns

Bradley Beal isn’t necessarily a perfect fit for the roster in Phoenix, but they were able to add him without having to offer up much in return. Meanwhile, the Suns also did a good job in free agency by adding several positive impact players on minimum deals.

This is another incomplete grade until we see what happens with Damian Lillard. But as of right now, Portland did an awful job trying to pick out a direction. What is the point of dishing out such a large contract to Jerami Grant if the team is looking to tank moving forward?

Sacramento didn’t do anything splashy except to extend Domantas Sabonis, but sometimes, natural progression is the best possible move. They made some interesting moves around the edges, though, like signing Euroleague MVP Sasha Vezenkov and trading for the relatively promising Chris Duarte.

Any time your team is able to add a generational prospect like Victor Wembanyama, you’ve had a great offseason. The rest of their moves weren’t anything particularly league-changing but the Spurs were able to add some veterans (e.g. Cedi Osman, Reggie Bullock, Cam Payne) who can make life a bit easier for the rookie big man.

It’s really hard to understand what direction the Raptors are headed but it’s a shame to see them lose Fred VanVleet for nothing in return. They don’t have a point guard of the future on their roster and while Scottie Barnes may be an option to handle more on-ball responsibility, it’s unclear if this team is trying to win or lose next season.

Utah did very well in the 2023 NBA Draft by adding multiple pieces who could have high-impact long-term roles in the league. But they also added John Collins for very little which is a nice pickup for a team that already is loaded with assets as well.

While it’s nice to see some solid veterans on this roster like Tyus Jones, this is a team that waited far too long to trade Bradley Beal (and, in turn, Kristaps Porzingis) and didn’t get a lot back. But that wasn’t an easy contract to trade for the Wizards and now their books are mostly cleared to rebuild the roster moving forward.
