Governor Kathy Hochul (D) issues one executive order from April 24-30

New York Gov. Kathy Hochul (D) issued one executive order from April 24-30. As of April 30, Hochul has issued 14 executive orders in 2023 — seven fewer than she did at this point a year ago. The order is: 

  • Executive Order No. 5.20, where the governor continued the temporary suspension and modification of laws related to the disaster emergency in multiple counties due to conditions at Rikers Island Correctional Center.

Governors use executive orders to manage executive branch operations. During the week of April 24-30, the nation’s governors issued 14 executive orders. New Mexico Gov. Michelle Lujan Grisham (D) issued the most with five. Governors in 41 states issued the fewest orders with zero. Democratic governors issued nine of the 14 orders, while Republican governors issued five.

Hochul has served as governor since Aug. 24, 2021. She issued 64 executive orders in 2022 and 25 in 2021. Nationally, governors issued at least 1,558 executive orders in 2022. Governors have issued 539 executive orders in 2023. Republican governors issued 352, while Democratic governors issued 187. New York is a Democratic trifecta, meaning Democrats control the governorship and both chambers of the state legislature.
