The victim, Bhavna Kapoor, claimed she was attacked with a wooden stick by fellow resident Deepak Chauhan, while Chauhan’s wife, Tinu Chauhan, allegedly threatened to run her over with a scooter during the incident.
Previous tensions over dog feeding
According to Kapoor, this is not the first confrontation with Chauhan. She alleged that a similar dispute had occurred in February 2024 when Chauhan and some residents had opposed her feeding community dogs. An FIR was filed at the time, but she claimed there was no effective follow-up action or administrative intervention to resolve tensions or protect feeders.
Residents and animal welfare activists have repeatedly raised concerns about increasing conflicts in housing societies across Delhi-NCR over stray dog feeding practices.
Incident details and injuries
Kapoor stated that she was heading toward Basement 3 via Basement 2 of the 14th Avenue tower between 7:40 pm and 8:15 pm when she was attacked.
Medical reports indicate that she suffered multiple fractures in her index finger and injuries to her knees and back. She was first treated at Noida District Hospital and later referred to Safdarjung Hospital for further treatment, where surgery has been advised.
Kapoor has alleged that the severity of her injuries raises questions about the charges applied in the case.
Police action and charges
Following the complaint, an FIR was registered at Bisrakh Police Station. Station House Officer Munendra Singh confirmed that Deepak Chauhan was arrested and investigations are ongoing.
The case has been registered under sections 115(2) (voluntarily causing hurt), 351(3) (criminal intimidation), and 352 (intentional insult with intent to provoke breach of peace) of the Bharatiya Nyaya Sanhita (BNS).
However, Kapoor and animal rights activists have argued that the charges do not reflect the seriousness of the assault and have demanded inclusion of Section 117, which pertains to grievous injury and use of a dangerous weapon.
Accused’s version
Deepak Chauhan has not denied the incident but claimed he acted in self-defence. He stated that a group of dogs had charged at him, his wife, and their young child when they stepped out of their home.
He further alleged that Kapoor was provoking the situation by feeding dogs near a lift area, which he said has caused safety concerns for residents.
Chauhan claimed he picked up a stick lying nearby only to chase away the dogs and denied intentionally attacking Kapoor.
CCTV footage and investigation
According to reports, CCTV footage reportedly shows a man running toward Kapoor and striking her twice with a stick, after which she sustained injuries.
Kapoor’s mother alerted emergency services by calling 112, and animal rights activists were also informed. Her husband was away in Faridabad at the time of the incident.
Wider conflict over stray dogs
The incident highlights ongoing tensions in several Delhi-NCR residential societies over the feeding of community dogs. Animal welfare advocates argue that authorities have failed to adequately implement humane animal birth control measures or protect feeders.
On the other hand, many residents cite rising stray dog encounters and fear for safety, demanding stricter control measures or relocation of strays.
Society governance context
Residents of 14th Avenue in Gaur City 2 stated that the apartment complex currently does not have a functioning Apartment Owners Association (AOA), and no designated feeding zones have been formally established within the premises—further contributing to disputes between residents.
Legal proceedings ongoing
Police have confirmed that Deepak Chauhan has been arrested and the investigation is underway. Further legal action will depend on forensic evidence, witness statements, and CCTV analysis.
