Last week, the UK government backed the fan-led review into the governance of English football, including the proposal for an independent regulator. However, whilst the independent regulator is set to be appointed for next season, they did not push for immediate changes on the financial governance of football and have given the Premier League two years to come to their own solution on how to better distribute money to the EFL.
Gary Neville has been vocal on this issue throughout and he spoke about it again on his podcast, immediately after Leeds United's 4-0 loss to Manchester City on Saturday. Neville said:
"I was happy with the fan-led review. I was happy that the government have endorsed it. I was unhappy that it’s been delayed two years.

"There is a lot of damage that can potentially be done it two years. We have to make it happen. It’s what we’ve been fighting for for two years.
"I always say the prefect governor of football in this country would be an empowered modernised FA. That’s not going to happen without an independent regulator to give the power back to the FA. We can’t just think the Premier League are going to make that choice.
"There are four different financial, funding rules for each of the leagues. All four of them are under different rules and what owners are allowed to do. They’ve all got different campaigns for racism. They’re all disconnected."
In the case of Leeds, it is unclear whether they will be part of the Premier League' s attempts to come up with their solution to funding the EFL, or whether they will be one of the EFL clubs hoping for better financing of the lower divisions. That's due to the Whites continued struggle against relegation, which swung against them at the weekend.
