Future of Dumfries Whitesands flood defence scheme set to be discussed by councillors later in 2023

The future of the controversial, multi-million pound Whitesands flood defence scheme is set to be discussed by councillors later this year.

Lochar ward councillor Linda Dorward called for a seminar to consider a “viable or workable” alternative to the plans which appeared to be washed away in February when the Conservatives budget, which proposed no further funding to the project, was voted through.

The subject was raised at the council’s communities committee.

Ms Dorward said: “Despite the extreme flooding on December 31 2022, this vital project has been, to use a well-worn phrase, kicked into the long grass, after funding proposed to progress the project was not included in the council budget, set in February 2023.

“Whilst some may see this as a win, for some individuals, their glaring omission is that of a viable or workable alternative at any committee or workshop.

“A seminar or some sort of event where it could be tabled to look at the plans are should be held.

“Not doing so is, I would suggest, a complete dereliction of duty by this council and this administration. It’s extremely disappointing that there has been no further information about this going forward.”

Communities director Derek Crichton said flood protection was “important” to the council and he was happy to consult with the committee about a future report and the suggestion of a seminar.

The communities committee chairman Ian Blake said: “We’re a few months into this administration and we have been quite clear on our stance on the Whitesands and we intend to progress that.

“We’re looking at the possibility of bringing it to full council. It’s unlikely that will be before the start of summer recess but hopefully soon afterwards.”

Councillor David Slater, a staunch opponent of the scheme, said: “That scheme was, thankfully, put to bed.

“It’s 12 years old, it’s out of date and technology has moved on.

“A majority of people on the Whitesands signed the Save Our Sands petition in the very early days because they didn’t want this design.

“It’s taken years for it to be looked at and the realisation it’s the wrong scheme in the wrong town in the wrong century.

“Thousands have said no to it already but some just want to push it on but we’ve put it to bed.”
