President Joe Biden has reportedly offered to swap Russian arms dealer Viktor Bourt – nicknamed the “merchant of death” – for two high-profile US prisoners in Russia, Brittney Griner and Paul Whelan.

If successful, such a deal would be the latest in a lengthy history of prisoner exchanges going back decades between the former Cold War adversaries.
