The charges allege that Cuellar and his wife accepted bribes totaling nearly $600,000 from an Azerbaijan-controlled energy company and a Mexican bank. These bribes were purportedly given in exchange for advancing the interests of the entities in the United States. Cuellar, 68, and his wife, Imelda Cuellar, 67, have denied the allegations and maintain their innocence.
Aside from bribery, the couple faces charges including wire fraud conspiracy, acting as agents of foreign principals, and money laundering. If convicted, they could potentially face lengthy prison sentences and forfeiture of any assets tied to the alleged illicit activities.
The plea agreements by Strother and Rendon are specifically related to money laundering activities involving funds from Mexico. According to court documents, the two individuals conspired to launder over $200,000 in bribes through a complex scheme that involved fake consulting contracts and illicit payments.
Investigators revealed that Rendon and Cuellar devised a plan during a conference in Mexico City in 2015 to facilitate money transfers for Mexican banks and create fraudulent consulting agreements involving Imelda Cuellar. The indictment alleges that these arrangements were a guise for funneling money to the Cuellars without legitimate services being rendered.
Rendon and Strother collaborated in executing the scheme, with Strother transferring funds to the Cuellars on a monthly basis. The plea agreement details how Strother ensured timely payments to Cuellar, even going as far as presenting a spreadsheet to address concerns about missed payments.
