
The plan which is now gaining ground in Germany would see the EU transfer around €140 billion to Ukraine in the form of a loan on behalf of EU member states, ideally meaning each country would share the risk.
The sum would be made available to Ukraine while the war is ongoing, and is based on the Russian assets held in Western - mainly Belgian repositories.
