For millions of Indians, paying by UPI has become as natural as reaching for a wallet. Scan, tap, done, and never a thought about fees. That quiet assumption faces its first real test on October 15, 2026, when the National Payments Corporation of India's (NPCI) revised Merchant Discount Rate (MDR) framework takes effect, six years after the government made UPI transactions free for merchants. The new rules introduce a 0.4% fee on eligible person-to-merchant payments above Rs 2,000. On paper, customers pay nothing.
