FBI Director Christopher Wray expressed concerns about a potential coordinated attack in the U.S. during a recent House Appropriations subcommittee meeting. Wray highlighted the heightened risk of violence in the country since the invasion of Israel by Hamas-led terrorists on Oct. 7, 2024.

Wray emphasized the need for additional funding to combat terrorism and protect Americans, citing the increased threats from various foreign terrorist organizations. He specifically mentioned the risk of individuals or small groups drawing inspiration from events in the Middle East to carry out attacks domestically.

The FBI Director referenced the recent ISIS-K attack at a concert hall in Moscow, where terrorists killed 137 people and wounded over 180 individuals. The attackers, identified as Tajik nationals, stormed the venue with automatic weapons, leading to a tragic outcome.

Wray stressed the urgency of maintaining critical tools like Section 702 of the Foreign Intelligence Surveillance Act (FISA) to identify and prevent terrorist activities. He warned that failure to reauthorize or modify Section 702 could jeopardize national security and put American lives at risk.

Section 702 plays a crucial role in identifying terrorists collaborating with foreign organizations that pose a threat to the U.S. It enables the FBI to intercept communications and gather intelligence to thwart potential attacks before they occur.

Wray also highlighted the importance of Section 702 in countering cyber threats and safeguarding critical infrastructure such as electricity, water, and medical facilities. He emphasized that allowing Section 702 to lapse would significantly impede intelligence gathering efforts during a time of heightened national security threats.

The debate over Section 702 reauthorization has divided lawmakers, with some advocating for stricter privacy protections while others emphasize its vital role in preventing terror attacks. The looming expiration of Section 702 has raised concerns about the potential consequences of not renewing this essential surveillance tool.

As the nation grapples with evolving security challenges, Wray urged Congress to prioritize national security interests and provide the necessary support to combat terrorism effectively. He emphasized the importance of maintaining vigilance and ensuring that law enforcement agencies have the tools needed to protect the country from foreign threats.
