The FA have written to Harvey Elliott for his observations after the Liverpool star was seen handling a flare after the Carabao Cup final.
Chelsea were beaten in an epic penalty shootout with Elliott showing composure beyond his years to slot home.
The 18-year-old became the youngest player to represent Liverpool at Wembley as they won their first piece of silverware.
His happiness at full-time was evident as he lapped up the celebrations.
However, issues have been raised by English football's governing body after the teenager was clearly seen with a red flare after the game.

Jurgen Klopp's side are aiming to chase down Manchester City in the Premier League, regain the Champions League and win the FA Cup for the first time under the German.
Klopp praised the temperament of his side for getting over the line having previously lost in finals during his tenure.
He said: "In 10 years’ time, nobody will ask, ‘How did you win exactly against Chelsea?’ You just have to win it.
"Were we better tonight than that time against City? I’m not 100 per cent sure, to be honest, but we are more experienced, that’s a massive difference.
"We don’t get nervous when things don’t go well. We keep really our nerve and stuff like this."
The Liverpool boss also hailed the travelling fans, who've had little chance to celebrate in recent years amid the pandemic and behind closed doors games.
He added: "Our fans were obviously quite happy about the whole thing tonight, the atmosphere was outstanding, I really loved it.
"And after the game it was nice to celebrate with the people after a long time without having any reason to celebrate something, or not the opportunity to celebrate something. So, I’m really happy about the whole thing."
Caoimhin Kelleher was the man in between the sticks for the Reds who scored their 11th penalty.
The Irishman was picked ahead of Alisson and said after the win: "It’s hard to sum up at the minute. Loads of emotions obviously but I’m just delighted to get the win and it’s a class feeling to win it at Wembley with all of our fans. It’s special.
"Someone said to me afterwards, ‘You scored the winning penalty’ but I wasn’t really bothered about that and I was more bothered that I wanted to make a save!
"But, thank God, anyway I scored and we got the win."
