An evil killer is set to remain in prison after he set his teenage victim on fire in Fife in 2005.
Colyn Evans stuffed the body of 16-year-old Karen Dewar in a wheelie bin and then set it on fire in Tayport, Fife in January 2005. He was ordered to serve a minimum of 17 years in prison but the Welshman applied for a move to an open prison in preparation for his release.
However, the Parole Board for England and Wales rejected his submissions, the Scottish Daily Express reports. It is understood that the board took into account the risk Evans posed to the public and whether or not the risk could be managed in the community.
