Speaking at the conclusion of an EU summit that was dominated by the bloc's response to the war in Ukraine, Heger tells Europe Editor Catherine Nicholson why he sees EU unity as strong, despite disagreements over how to respond to Kyiv's bid for EU membership and differences of opinion on when and how to toughen sanctions against Moscow.
