The long-delayed plan — aimed at reducing Britain’s reliance on foreign sources of energy following Russia’s invasion of Ukraine — sets ambitious new targets for offshore wind power and the expansion of nuclear power, as well as boosting North Sea oil and gas production in the shorter term.
