Elderly couple forced to leave caravan after living there illegally for 20 years

An elderly couple have shared how they have been forced to leave their home at a caravan park after they were oblivious to the fact they had been living there illegally.

Doug Davis and partner Pam Donovan are part of a group of residents who were caught up in the controversy after living in their caravan near Barry for 21 years.

Paying council tax on their plot, the couple had believed they were abiding by the law, however, across the UK it is illegal to live on a holiday park in a caravan permanently without a primary residence elsewhere. The caravan should be for recreation and holiday use only, and does not require council tax payment.
