"I am heartbroken beyond words but feel blessed to have had a friend like my Fi, my FiFi." Cllr Costello had previously spoken about how she was diagnosed with Stage Three breast cancer at the age of 36.
She had to undergo a mastectomy, chemotherapy, and radiotherapy at the time. Since then, Cllr Costello has campaigned to raise awareness and urge other women to watch out for the signs of the deadly disease.
Friends, family, and well-wishers took to the comments to offer their tributes to the late Ms Fennel. One person said: "I’m so so sorry for yours and all our loss.
"She was truly one in a million. I haven’t stopped crying all day. What an amazing person she was. Thinking of you."
Another person said: "I’m so sorry for your loss, Teresa. May she rest in peace now."
