The Dragons are set to sign Scarlets scrum-half Dane Blacker.
The 24-year-old's Scarlets contract expires at the end of the season, and WalesOnline understands he is on the verge of joining the Dragons.
Blacker has developed significantly since joining the Scarlets from Cardiff back in 2019 with his form earning him a place in Wales' squad last autumn, although he remains uncapped after being an unused replacement during the defeat to Georgia.

Dragons head coach Dai Flanagan is a big admirer of the man from Ynysybwl, who he coached while at the Scarlets, and is interested in acquiring his services.
Blacker is an explosive number nine who is dangerous from the base of the ruck, and is adept at raising the tempo while he runs good support lines. If he was to decide to join the Dragons he would be competing with former Wales scrum-half Rhodri Williams for the No. 9 jersey.
With budgets getting driven down next season, there are likely to be many players moving between regions.
Even if Blacker leaves, the Scarlets are still well resourced at scrum-half with Wales pair Gareth Davies and Kieran Hardy on their books, while they also have highly-rated academy graduates Archie Hughes and Harri Williams ready to break through into the first team.
There were other clubs interested in signing Blacker but the Dragons are confident they have got their man.
