This move was formalized through executive orders signed by Trump on his first day in office, which included renaming the U.S. Digital Service as the U.S. DOGE Service and placing it within the Executive Office of the President.
The U.S. Digital Service, initially created by President Barack Obama in 2014 to enhance the government's technological capabilities, faced challenges during the rollout of HealthCare.gov. The transition of the Digital Service to DOGE signifies a shift in focus towards cost-cutting measures and bureaucratic restructuring.
