Phelan represents Texas House District 21 and is running for re-election in 2022. Phelan raised $2.9 million and spent $2.5 million between Jan. 1, 2021, and May 14, 2022. According to Texas Ethics Commission reports, the following individual donors and PACs gave the most money to Phelan.
