London council that used LTNs to unlawfully make money 'must refund millions in fines to drivers'

The High Court has quashed six low traffic neighbourhood (LTN) schemes in Croydon after a judge ruled they were unlawfully introduced to help plug the borough’s dire finances.

The financially-stricken council, which is currently run by Tory mayor Jason Perry, is now facing demands to refund all the penalty fines imposed on motorists - a bill likely to run into millions of pounds.
