In 2020, 62-year-old Callie Rutter was finally ready to move into her own place in Orange County, California. After three years of sleeping in her car or signing in and out of grim institutional homeless shelters, Rutter obtained a Section 8 housing voucher to help her rent an apartment.

But everywhere Rutter went, her rental applications were denied.
