'Cramped' and 'inferior' plans to convert bank to HMO keep getting refused

Plans to turn a former Waterloo bank into a house of multiple occupation keep getting refused because it would create “cramped” and “inferior” living conditions.

There have been nine applications so far this year relating to the conversion of all or part of the former TSB on South Road in Waterloo into residential units.

All of the applications have been submitted by Harold Jones Ltd with only two of the nine approved by planning officers.
