Council will progress moves to help "unluckiest street in the whole of Perth and Kinross"

Perth and Kinross Council has agreed to progress moves to help "the unluckiest street in the whole of Perth and Kinross".

Residents of a Perth street have been calling for an improvement to an unsafe embankment in front of their homes.

It is one of a plethora of issues that have plagued residents on Perth 's Pullar Terrace in recent years.

The commitment was made as councillors met last week to set PKC's capital budget.

The SNP group put forward an amendment requesting a strategic business case be developed for urgent works on the Pullar Terrace embankment to make it "safer and more aesthetically pleasing".

Tabling his amendment SNP group leader councillor Grant Laing asked if Cllr Lyle would consider including his amendment into the Conservative administration's capital budget.

Cllr Laing said: "This Pullar Terrace embankment was a project the council had agreed to and put out for tender. Unfortunately the company that was going to do the works I think went into administration. The subsequent pricing for the job was too high at that time so it didn't move forward.

"We kind of promised these residents something would be done to make this safe."

Seconding Cllr John Rebbeck called Pullar Street the "unluckiest street" in the area reeling off a whole list of issues.

The Perth City North councillor said: "Pullar Terrace is certainly the unluckiest street in Perth City North. It's probably the unluckiest street in the whole of Perth and Kinross actually with issues involving: SuDS ponds that don't seem to be quite right (or certainly not aesthetically appealing); non-maintenance of the grass areas at the back; access problems to the back which means bin lorries can't get up, and in one case very distressing for the resident because the hearse couldn't get up to the back either.

"The worst issue is probably the embankment to the front which is certainly an eyesore and is becoming increasingly unsafe as well with rusty handrails; the concrete on the steps are getting a little bit dodgy, and the retaining wall's beginning to lean at not a very good angle."

He added: "The residents deserve a little bit of support."

He appealed for capital funds "to at least go some way in putting this right for them."

Conservative leader Murray Lyle was happy to incorporate the SNP amendment into his motion and it was voted through as part of PKC's capital budget.

After the meeting Perth City North SNP councillor Ian Massie said: "The disrepair of embankment at Pullar Terrace was one of the first calls I received as a councillor. I'm pleased that the administration accepted our SNP amendment."

Cllr Rebbeck added: "A lot of work still to be done, but delighted Councillor Ian Massie and I were able to get this project back on the table being seriously considered. The residents of Pullar Terrace have not much luck in recent years with one thing or another. We owe it to them to try and help."
