Early counting of votes in Victoria's Legislative Council suggests the Greens could make significant gains, while Derryn Hinch's Justice Party and controversial candidates Bernie Finn and Catherine Cumming could miss out.
Less than 30 per cent of votes have been counted in most upper house regions, but early figures suggest the Greens could win as many as four seats in the Legislative Council.
