Congress leaves behind a long to-do list before the holidays.

As Congress heads home for the holidays, concerns are mounting among lawmakers regarding the potential chaos awaiting them in January. With a long to-do list left behind, including crucial tasks such as aid for Ukraine and Israel, border security, and government funding, there is an urgent need for action upon their return. However, the internal divisions within each party continue to pose challenges.

One pressing matter waiting to be resolved is government funding. As lawmakers are set to reconvene on January 8th, they will have approximately 10 days to find a path forward. Currently, there are significant disagreements between House and Senate Republicans regarding the amount of funding the government should allocate for the upcoming year. Despite round-the-clock negotiations, no agreement has been reached thus far.

Additionally, negotiators have been grappling with finding common ground on border policy changes. The lack of agreement on this issue is obstructing the passage of aid for Ukraine and Israel in both the House and Senate. Moreover, even if Senate negotiators manage to forge a pathway, there is no guarantee that the newly appointed Speaker, Mike Johnson, will bring it to the House floor for a vote.

The complexity and entanglement of these issues are likely to make January a challenging month for lawmakers upon their return. With little guidance available at the moment, the task of tackling these matters in a mere three weeks seems daunting. Throughout history, lawmakers have shown a tendency to delay and avoid making difficult decisions, metaphorically kicking the can down the road.

When it comes to immigration, a topic of great contention, past experiences have demonstrated the difficulty of reaching legislative solutions. However, this time around, negotiators seem committed to making this a different moment. Their efforts have remained largely undisclosed, indicating a genuine intent to work in good faith. Frequent visits from Mayorkas, as well as the collaboration between Senators Kyrsten Sinema, James Lankford, and Chris Murphy, demonstrate a serious attempt to find common ground.

Nonetheless, it is essential to recognize the unique challenges that immigration presents. Sinema herself has stated that this is the most complicated bipartisan negotiation she has ever participated in. The complexities of the issues at hand make finding a viable path forward a formidable task. For every agreement reached, a new set of questions emerges, further adding to the complexity.

As lawmakers enjoy their holiday break, the impending challenges of January loom large. The success of finding resolutions to key issues such as government funding, border security, and aid for Ukraine and Israel remains uncertain. The coming weeks will demand diligent efforts and tough decision-making from the lawmakers as they endeavor to address these pressing matters.
