Congress faces daunting challenges as they return to avoid shutdown

Congress punted many pressing issues to the new year, delaying decisions.

As the holiday season rolls in, Congress has taken a break, leaving many pressing issues unresolved until the new year. Despite efforts by Majority Leader Chuck Schumer to extend negotiations, the Senate failed to reach an agreement on delivering aid to Ukraine and Israel, as well as funding new border controls. Now, looming over the new year is the potential for another spending showdown, as lawmakers have just a few days to pass a new funding bill and avoid a partial government shutdown.

The list of pending tasks is lengthy and complex, leading many to question whether Congress can successfully tackle them. It is common for Congress to delay difficult decisions, simply 'punting' them into the new year. This time, however, it involves critical matters such as keeping the government open. House and Senate Republicans are at odds concerning the amount of funding for the entire federal government. If they fail to find common ground, potential cuts could trigger pushback from Democrats and the White House, heightening fears of a government shutdown.

Additionally, there is the urgent matter of addressing immigration and border policies. Republicans argue that resolving immigration issues is crucial for moving forward with aid for Ukraine and Israel. Yet, reaching a deal on immigration has proven to be a challenge, even among a handful of senators, let alone gaining the support of both houses of Congress, which are deeply divided on this complex issue. The presidential election further complicates the situation, as a collapse of these negotiations could occur right in the middle of campaign season.

The complexity of these issues, combined with the historically unproductive nature of the recently concluded Congress, has led to widespread pessimism and anxiety. While the previous Congress managed to avert a debt default, a basic expectation for lawmakers, it failed to accomplish much else. Only a few dozen bills actually became law, far below the pace seen in previous Congresses. The deep divisions within the Republican House, which even resulted in the removal of a speaker, paralyzed legislative action and allowed numerous issues to pile up.

Senate Democrats have shifted their focus to confirming nominations rather than passing legislation, exacerbating the situation. As a result, this unproductive Congress faces an uphill battle as they return from the holidays. Many fear that the country may be plunged back into crisis due to the multitude of unresolved issues.
