Confusion: Why there was no 'Super Over' in the tied first ODI between India and Sri Lanka

The first match of the ODI series between India and Sri Lanka ended in a tie, but the 'Super Over' rule was not used as a tiebreaker to decide a winner despite the ICC rules stating that it "shall be played".

While it's unclear if the rule was amended for the ODI series after mutual agreement between the two teams, the third match of the T20I series in the earlier part of this tour was decided by a 'Super Over'.
