A “collective system failure” between two police forces and the courts left serial offender Simon Levy free to kill two people and carry out multiple sex attacks.
The Metropolitan Police, British Transport Police (BTP), and Crown Prosecution Service (CPS) are all face serious questions over how Levy was allowed to grope, rape and murder women between February 2023 and August 2025, after he was found guilty of murdering two women and raping a third on Friday.
