A man who ran down a group of pedestrians with a van in the Canadian province of Quebec, killing two elderly men and injuring nine other people, did so intentionally, police said on Tuesday.
A 38-year-old man was arrested after the collision, which took place on Monday in Amqui, located about 400 miles (650 km) northeast of Montreal.
"What the probe shows is the actions were premeditated. (It) also shows that the people were targeted at random," said Claude Doiron, a spokesperson for the provincial police force.
Doiron, speaking to reporters in televised remarks, said the suspect was cooperating in the investigation but his motives remained unknown. He had not been previously known to police, Doiron added.
Public broadcaster Radio-Canada said the suspect would formally appear in a court later on Tuesday.
The incident occurred a month after a bus driver was charged with murder after ramming his vehicle into a daycare center in a Montreal suburb, killing two children.
