A man was hospitalised after a "bloodbath" stabbing in a Dublin City Council-owned flat recently.
And neighbours in a private block of apartments say they have been driven demented by regular disturbances and parties in the middle of the night.
The tenant also has guests over who steal their neighbours' packages and make it terrifying for them to leave their homes.
The stabbing of a man in his 20s is the latest in a long series of anti-social incidents in the apartment and neighbours have questioned DCC what has to happen before the tenant is evicted.
There have been a number of complaints lodged with the Council, Dublin Live understands.
One source told Dublin Live: "The blood of that young man was still visible throughout the building" the morning after.
They added that during the terrifying incident, there were sounds of furniture smashing and crying heard throughout the building.
Another source said "drug baggies" were thrown across the staircase and "what looked like crystal meth" was on the floor outside the door of the apartment.
Dublin City Council said they do not comment on individual cases but Dublin Live understands complaints relating to the incident will be investigated.
Dublin Live previously reported that evictions of Council-tenants are very rare.
Independent Councillor Mannix Flynn said this situation is repeated across the city.
He told Dublin Live: "It is just appalling and extremely badly managed. Here we have a situation that has been ongoing for quite some time and I am getting calls from a lot of the people who live here who are quite simply terrified to go anywhere near the place.
"This is no difference to what is going on in any of our estates. I think it is time that people woke up."
He added: "Now Dublin City Council has been told one of their tenants in a private apartment block is behaving appallingly and nothing would have seem to have been done here.
"There was a bloodbath in this apartment complex."
Previously, Dublin Live reported that people are being forced to survive "nightmare" neighbours living in Council-owned homes who are never evicted.
Councillor Noeleen Reilly said there are "huge" issues with anti-social Dublin City Council tenants that can attract drug dealers and all-night partying.
The Ballymun-Finglas Councillor stressed that it is a "small number" of DCC tenants that cause the trouble, but added it only takes one or two to "ruin" an area.
And DCC data shows that there hasn't been any evictions for anti-social behaviour since new laws were drafted many years ago.
This leads to a perception that drug dealing, all-night parties and criminal behaviour is "okay", Cllr Reilly told Dublin Live.
A garda spokesman said, "Gardaí are investigating" the assault.
"Gardai were alerted to the incident just after 6.30pm. A male (20s) received a number of apparent stab wounds and was taken to St James’ Hospital to receive treatment. His injuries are understood to not be life-threatening."
They added: "No arrests have been made. Investigations ongoing."
A spokeswoman for Dublin City Council said they do not comment on specific cases.
She said: "In general, when cases of anti-social behaviour are reported an investigation is undertaken to establish facts. When the investigation is complete, the appropriate action is taken."
