The Chicago Police Department is “in crisis,” former U.S. Education Secretary Arne Duncan said Wednesday, pushing his plan to re-think the fundamental role of police to free “burned out” officers to spend more time solving violent crime.

Three weeks ago, Duncan told the Sun-Times he was being urged to run for mayor by business leaders concerned about Chicago’s future and cracked the door open to answering the call.
