Ardern unveils 2022 NZ Govt work program

Prime Minister Jacinda Ardern's agenda for 2022 - on top of managing New Zealand's response to the pandemic - is certainty ambitious.

It takes in an industrial relations revolution, a new centralised health system, trade missions to four continents, a climate budget and a raft of emissions-cutting reforms, as well as billions of infrastructure spending.

On the first day of New Zealand's parliamentary year on Tuesday, Ms Ardern tabled her work program for the year, a 10,000-word statement which she agreed was "transformative".

"I've always held that view," she said.

The country's union movement will be pleased with a firm commitment to introduce and pass legislation transforming the country's deregulated industrial relations to a system closer to Australia.

Fair Pay Agreements, first promised by Labour while in opposition prior to the 2017 election, will mandate sector-wide consultations between employers and unions to bargain for minimum terms and conditions,

Peak group Business NZ hates the idea, and even the government's ministry has advised against their introduction.

The government is pushing ahead so that "businesses compete on price, service and quality rather than through driving down the wages and conditions of certain vulnerable workers", according to Ms Ardern.

"Fair Pay Agreements are about making sure that many of the low paid workers who are getting our country through COVID-19, like bus drivers, supermarket workers, and cleaners, get a fairer deal," she told parliament.

A push to introduce an income insurance scheme - which will see redundant workers retain four-fifths of their salary as welfare while they find new work - is also in the pipeline, but further off.

Other changes are just as bold.

The government is scrapping the Helen Clark-era regional health system and replacing it with a national system, with an assisting Maori Health Authority.

The multi-billion dollar reform aims to reduce inequality faced by New Zealanders of different stripes and in different regions.

2022 is also when the rubber hits the road on Ms Ardern's major climate plans.

In May, she will confirm New Zealand's first emissions budget, and by year's end she has pledged to pass the Clean Car Bill, and develop a national electric vehicle charging infrastructure plan.

There are plans to develop green hydrogen and tap into battery storage technology, and complete a trade deal with the UK and further one with the EU.

The prime minister has fallen short of guaranteeing the lot, but she is eager to take reforming strides this year, the last full year where Labour has a majority in parliament.

"You will see from our agenda that despite a pandemic we've had a significant program of work, including, for instance, a huge reform program around our health system.

"What's included in the statement is our agenda for the next year. It's our work program."
