He was used as a 'status' dog and abused by his owner when nobody was looking - but has now become 'King of the Kennels'.
Julius, also known as King Julius, has spent 300 days in kennels waiting for an experienced owner to come forward to collect him.
Although the chow chow has received a lot of attention from potential owners, he is yet to be matched with somebody who can calm his concerns.
The anxious dog is currently a resident at Oakwood Dog Rescue, in Hull, where he has been undergoing behaviour training to learn how to trust humans.
A spokesperson said: "Julius was a status dog in Romania and was treated poorly. He was under socialised which has led him to be an anxious chow chow.

"He takes a while to get used to new people and trust them. It has taken the team months of work to be able to groom Julius, handle him and earn his trust."
Chow chows are known to be a challenging breed that can be incredibly stubborn as they like to do their own thing. They need positive reinforcement as negative training methods do not work for them.
"Julius is a lovable goof when he really knows you, but he can also be very cheeky and likes to get his own way," said the spokesperson.
"He has a love of squeaky toys and chicken and enjoys going out for walks with volunteers he knows.
"He is a large boy and can get mouthy when playing - he is not aware of his size and can be quite a clumsy dog at times.
"Julius has travelled in a car a few times and seemingly enjoys looking out of the window and watching the world go by."
As Julius needs lots of time to get to know new people, he must be rehomed in either an adult only home or a home with children over aged 16
He will need to live as an dog because he doesn't know how to interact with other dogs, which can lead them to become tired of his rudeness.
However, he can meet up with other dogs for walks when he has fully settled into his new home.
The spokesperson added: "Julius has the potential to become a very loving and fun dog in the home, but he will take some time to get there. We do need to be selective to set him up for success.
"We need applicants to have big breed experience and to have managed big breeds before. He is not suitable for a first-time owner or an applicant that has little experience with dogs."
